    O texto aborda a evolução das políticas de educação especial no Brasil, destacando a trajetória da segregação à inclusão. Começa com a criação de instituições imperiais no século XIX, como o Instituto Benjamin Constant e o Instituto Nacional de Educação de Surdos, que focavam na assistência e reabilitação em regime de internato. As campanhas nacionais nos anos 1950 e 1960 ampliaram o atendimento, mas ainda não havia uma política pública consolidada. A Lei de Diretrizes e Bases de 1961 introduziu a ideia de educação para " excepcionais" , mas sem efetiva inclusão. A Constituição de 1988 e a Declaração de Salamanca nos anos 1990 reforçaram o direito à educação inclusiva. A Política Nacional de Educação Especial na Perspectiva da Educação Inclusiva, em 2008, marcou um ponto de inflexão, aumentando as matrículas em classes comuns. Em 2025, a PNEEI trouxe inovações, como a transferência do foco do diagnóstico para a identificação de barreiras pela escola, e a exigência de formação específica para educadores. O texto destaca que mudanças normativas não garantem mudanças práticas imediatas, mas estabelecem um quadro para negociação e implementação gradual.

ABSTRACT:

The text discusses the evolution of special education policies in Brazil, highlighting the trajectory from segregation to inclusion. It begins with the establishment of imperial institutions in the 19th century, such as the Benjamin Constant Institute and the National Institute of Education for the Deaf, which focused on assistance and rehabilitation in a boarding regime. National campaigns in the 1950s and 1960s expanded services, but there was still no consolidated public policy. The Law of Guidelines and Bases of 1961 introduced the idea of education for " exceptional" individuals, but without effective inclusion. The 1988 Constitution and the Salamanca Statement in the 1990s reinforced the right to inclusive education. The National Policy on Special Education from the Perspective of Inclusive Education, in 2008, marked a turning point, increasing enrollments in regular classes. In 2025, the PNEEI brought innovations such as shifting focus from diagnosis to identifying barriers by the school and requiring specific training for educators. The text highlights that normative changes do not guarantee immediate practical changes but establish a framework for gradual negotiation and implementation.
