ABSTRACT:
The chapter discusses the definition of the special education audience in Brazil, highlighting common mistakes in student inclusion. The official list includes students with disabilities, autism spectrum disorder, and high abilities/giftedness. The definition is relational, considering environmental barriers, rather than medical. It also addresses the importance of not unduly broadening or narrowing the special education audience, as this impacts resources and services. Furthermore, it emphasizes that clinical diagnosis does not define disability in the educational context; case studies are more relevant for identifying needs. Principles such as equity and combating ableism are essential, ensuring education is tailored to individual needs without lowering learning expectations. Policy guidelines and objectives aim to ensure an inclusive system at all educational levels, promoting continuous training and active student participation. The text highlights that the National Common Curricular Base applies to all students, reinforcing the need for reasonable accommodations to ensure full access to the curriculum. School political-pedagogical projects must incorporate these principles and guidelines to achieve effective inclusion.
